What Is Dubai Municipality Fit-Out Approval?
Dubai Municipality is the primary regulatory authority for construction and fit-out works on Dubai mainland. A DM fit-out approval confirms that your interior works — layout, MEP installations, structural changes — comply with the UAE Building Code, Dubai Building Regulations, and applicable health and safety standards.
DM fit-out approval is required before:
- Starting interior construction or demolition work
- Installing new electrical, plumbing, or HVAC systems

When Do You Need DM Fit-Out Approval?

- New electrical panel or load upgrade

Step-by-Step Fit-Out Approval Process
Step 1: Design & Drawing Preparation

Step 2: Building Management NOC
Before DM submission, most buildings (and all master-developer properties) require the building management or developer NOC. This confirms the landlord has reviewed and approved your fit-out scope and methods. Some developers (Emaar, Nakheel, DAMAC) have their own full review process that takes 1–4 weeks.
Step 3: DM Portal Submission (DM Pulse)
Your consultant submits the full package through DM Pulse, Dubai Municipality's digital approval portal. DM assigns a technical reviewer who checks drawings for code compliance. You will receive an acknowledgement with a reference number for tracking.
Step 4: Review, Comments & Resubmissions
DM reviewers typically issue one or two rounds of comments. Common comments include: missing dimensions, non-compliant door widths, MEP coordination issues, or missing structural details. Address each comment with revised drawings. Turnaround per round is usually 5–10 business days.
Step 5: DM Approval Issued
Once all comments are resolved, DM issues the fit-out permit. You can now begin on-site construction. Keep a physical copy of the permit on site — DM inspectors may request it during site visits.
Step 6: Completion Certificate
After the fit-out is complete, request a DM completion inspection. The inspector checks that site conditions match the approved drawings. Upon passing, a completion certificate is issued — required for trade licence activation and utility connections.
